I don't know who it is, but it's sad that someone famous enough to warrant a BI thinks so little of herself that she has sex with multiple partners. It is even sadder---almost tragic--if the answer is Miley or anyone else underage. Where are these kids' parents?

The word "Tweener" means someone who does not fit into a category (urban dictionary). I take "tweener actress" to mean someone who is not a child/young teen and not an adult. So, someone from mid-teens. I doubt Enty would describe someone by the age group the star appeals to.
