Maybe Madonna, trying to get tickets for Lourdes and her friends? She's of an age where they might be into Britney, right? Then again, I can't see Madonna's assistant having to try "every trick in the book" to get them--saying "Hi, I'm Madonna's assistant" would probably do it.
I am also thinking Posh just because of her usual "hands in pocket" pose.
In this case, is that really being cheap or just sensible? I question the judgement of forking over $$ to see that farce.

Rachel Weisz might be cheap (and pretty. So, so, SO pretty), but I wouldn't peg her as a Britney fan.
I don't think it's Lily. I just read an interview where she told some story about buying a Jamaican beach while wasted -- not exactly a frugal person's kinda purchase. Plus, I can see Britney and Lily actually corresponding; I'll bet that Brit Brit is a fan and maybe gave Lily some free tickets?

So, the story must be that a PR for Britney in the UK got asked some tickets by a celebrity again and again, refused and spoke to some tabloid about it.
I've crossed ways a few times with minor celebrities in my country and you must take into account that these people take many things as granted. They can spend much on a new house but they expect things such as concert tickets to be given to them. I wouldn't call them stingy. Having perks is actually important for them because it shows their status. Of course, in the eyes of the PR, it's being stingy. But the celeb knows little about making ends meet. It's just getting her tickets as she's used to.
