Have to agree with .robert... where in the world can you not get heroin? Money talks, and you can get drugs ANYWHERE. I suppose there is a chance that in a country like Malaysia where the penalty is death, you might not want to risk it, but that seems like the kind of logical thinking that wouldn't be carried out by a heroin addict.
I'm going to go with Milla Jovovich ("A Perfect Getaway")only because she looks more like a smack junkie to me than Sienna. Also, I'd rather see A Perfect Getaway than G.I.freaking Joe.

(And when he gave one up, that's when his weight shot up even more and he went from being rotund fat and boyish to morbidly bloated with no discernible shape and always sweating. this was about 4 or 5 months before he died. In person it was jarring as hell)
Sienna could have coke on her. Or even if she doesn't, coke leaving your system doesn't have the same physical shock that heroin has.
And she's probably done so much blow that her body stores it like a camel. So even when she runs out, she doesn't run out for another 6 months.
Are any actresses doing USO events? I tried to find current info but failed. Then again, failing to score poppy sap in Afghanistan would seem to be hard.

A Perfect Getaway was filmed in Puerto Rico, Jamaica and Hawaii. I could see it being harder to get heroin in those locations so Milla is a a good guess.

Megan Fox has been seen very recently, at Comic Con. She looked like her usual hot (and vapid) self.
Definite no to Milla. I think she was a hardcore party girl in the distance past, during her modeling days in the 90's. Since then, she seems to have settled down nicely with a husband, baby and clothing business.
I'm shocked that people think Sienna should be higher than c+ based on her work alone. The last memorable thing she was in was that Andy Warhol movie, and that didn't even do very well. Her last movie, about Pittsburgh, wasn't even released. I gotta say Sienna for this one. This girl is only known for the famous men she bangs, and her weird sense of style that is trying to desperately channel Kate Moss.
