I thought my neighbor was bad. He put a fence two feet in on each side of his back yard then would walk back and forth on the neighbors sides of the fences checking out the yards and looking in the windows.

This is a situation when falling on the sidewalk, in full on jerking spasms,eyes rolled back, screaming, about how it burns, it burrrrns!! would've been called for.
I never found mental illness that funny.
You're looking at it the wrong way, Tru. I've worked with and lived with a lot of people with mental illnesses. If you can't have a sense of humour about it, you'll be next.
I've had horrible, horrible neighbours. The couple who used to live next door to me moved up to the 4th floor. Spared me the alcohol-fueled fights at 3am etc. The neighbours below them and beside them hate them as much as I used to.
The old lady in a wheelchair who moved in after them, in December, died on Sunday. I'm extremely upset about it. She had nurses, social workers, homecare, and church friends over constantly. However, it was a long weekend in Canada. Her homecare worker left at 1pm, and didn't come back until 10pm, when she discovered the body. She wasn't there at 5pm to make her dinner.
The police were questioning her in the hallway, and they were totally disgusted with her. She went to the Caribana picnic all day instead. She mentioned the woman had vomited the day before and it was "black". Black vomit means blood, and this stupid bitch did not notify the nurses who were helping the lady, or take her to the hospital. Honestly, I thought the police and EMS guys showed remarkable restraint in not smacking her, and arresting her. I'm calling the social services agencies about this... If this had happened during the week, I think this poor lady would still be alive. She was a loud talker, and I didn't hear her on Sunday. I thought her grandsons had collected her because it was the long weekend etc. I feel bad that I didn't check in on her.
Best part is that at 2am, the body had been taken away,and the police were gathering her personal effects like ID to take to the station. Mysteriously, her bank card was missing from her wallet. The cop handled it very well and asked the homecare worker to assist him to find it because he wasn't leaving without it. She miraculously found it a few minutes later.
Honestly, I really, really hate people sometimes...
@Unknown, that is JUST SO SAD. I really wonder about people. The awful thing I am conscious of as a tail-end-of-the-Baby-Boomer is that there are so many of us, and in 20 years there will be so many fewer of the age who will be interested in or capable of caregiving. And the compassion is being stripped out of the whole system. We are being pitted against each other.
I am just so sad about the lack of planning, foresight, awareness. Plus, there just aren't enough places for seriously old people to live safely.

I once had neighbours who I thought were newlyweds but turned out to be a flight attendant who was very generous with his key. Another neighbour would sneak a smoke on the balcony late at night, treating all of us to a 20 minute long 2 a.m. concert of "Cough Cough Hauk Spit Cough Puff Cough". My favorite neighbour was an old Russian lady whose cat kept climbing into my window. Whenever I took the little beast back to her, she'd make soup and tell stories about her life.
Our former "bad" neighbour was a complete psycho. Had to call the police repeatedly and get an intervention order (restraining order in the U.S?)
I have a crazy lady neighbor on the same floor in my apartment bldg. She presses her ear to everyone's doors on my floor, trying to listen. We see her feet under the door crack. Then she'll wake people up at 3am, pounding on the door, claiming she smells gas. She be nice one minute, then leave a nasty note on your door, trying to provoke a fight. She's nuts and nosey. No one likes her.
