It says the show is on it's way to cult status, this makes me think a show like GoT or one with a lot of fans. That being said I don't really have a guess on who it could be.

Jon Snow was my first thought. He looked pretty wasted last night and GoT is the strongest contender for cult status on premium cable these days, imo.
I was thinking either Kit Harington (GoT) or Sam Heughan (Outlander)...if Starz is considered premium cable.
Joshua Jackson. It's a known fact that he used to do coke often - not so long ago. Also, GOT is more than cult status now.
It is not Joshua Jackson, as his show has been on cable for one season. A show has to be on for awhile for it to get to cult status.

Matt is not cable. He is pretty exclusively movies.
Could've been a lot of people. No a/c in the venue. I've never seen so many shiny people gathered in one place. I actually felt sorry for them, in their cumbersome tuxedos and heavy, embellished gowns, sitting through three-plus hours of heat while their makeup slowly succumbed.
