Not for people living or visiting there, but to allow celebrity clients an excuse for visiting. Very interesting blind! Today on Wendy Williams they were going over the AMA's fashion. When Gigi Haddid came up in her hooker dress, Bevy Smith said and repeated that a lot of the celebs looked like they were wearing Dubai based designers who were nobodies but pay the girls to wear their dresses for publicity. It was an odd thing to say but may she was alluding to something in this blind. I say Gigi but I don't think she has a background in hooking.
