The back in the day reference and more known for his body than his body of talent made me think of Johnny Weissmuller (Tarzan in the 30s & 40s). He won gold medals in 1924 & 1928. He was married several times but that doesn't mean he never swam in a different lane.
Buster Crabbe (Flash Gordon serials) could also fit. He won gold in the 1932 Olympics.

Phelps has too impressive of a number of medals to be the subject of the blind. This has to be Lochte. He is a great swimmer, but he will live in Phelps's shadow
