Her parents suck. They should go to jail for abuse and neglect and whoring out their kids.
I've fostered several mentally ill girls into adulthood, and, usually, you can treat the mental illness, but you can't do much to repair the damage from neglect in their early years. With a lot of work and determination on their part, most of my kids are now relatively productive members of society and parent their own children well to break the cycle, but that has to be taught and desired.
