No, I don't like my guess. It sounds like FTWD but neither Dickens or Elfman are best known for "almost network show".

I don't like the clue then. Elfman is best know for Dharma & Greg which was ABC. Dickens best known roles could be Deadwood (HBO) or Treme (HBO) even though it is probably FTWD.
"almost network show" is always a CW show.
It's not her, but Alycia Debnam-Carey was the best commander ever on The 100! :)

The name of the new show is "Pretty Little Liars: The Perfectionists" so almost the same name
Kelly Rutherford is known to be "off." Makes more sense than FTWD / Dickens.
According to Google, Jenna Elfman is married with 2 kids and has been married for about 17 years. Other than that, I would say the description would fit her.
