Definitely Rupert Murdoch's wife Wendi Deng, there's been some drama surrounding her recently (really since she stole him from his 1st wife)
Tuesday April 24 2007 Why did paper pull story on Murdoch's wife? The Sydney Morning Herald got cold feet about running a story on Rupert Murdoch's third wife, Wendi Deng? The paper, owned by the long-time Murdoch rival, Fairfax Media, paid A$30,000 (£12,500) to prize-winning journalist Eric Ellis to write a 10,000-word profile of Ms Deng. Though editors were evidently pleased with the result it was decided not to run it. Will any British editor be calling Ellis today? One pointer: he lives in Singapore. (Via FT.com)
wendi/rupert is probably spot on. the only other billionaire with a younger wife i could think of is larry ellison. he has two kids but i am not sure they are hers...
