I'm leaning towards the one and only Madge for this one. Her hands look like they belong to a Zombie so it would make sense. Plus I really think this is OBSESSED with her looks that much...
I also think it could be an older actress. I don't have a clue because it could be anybody. When I put a masque on my face I always do my hands as well. So I guess I don't feel this blind is that out of the ordinary especially for Hollywood.
First person that popped into my head was Madonna. I remember all the crazy beauty/youth routine stuff that came out about her during the divorce gossip. This totally sounds like her.
Nicole Kidman, perhaps? She wore gloves to a recent event and has been reported to have a medical condition that leaves her hands looking unsightly from time to time. If it's her, I really can't fault her for this.
Diane Keaton wears gloves all the time. At first, I thought she might be a germaphobe, but after seeing pics of her and her kid dumpster-diving, I think it may have more to do with the appearance of her hands.

the hands thing makes me think of the three people i always think of when i think about ugly hands. madge, sjp, and priscilla presley.
