I believe this. When Jay is confronted by another black guy who isn't afraid to fight he backs down. That's why he couldn't sell drugs in NYC. He was threatened by other drug dealers, so he was sent to the suburbs to deal with white people who are scared of black people.
Maybe the "help" is former Special Forces, or a top tier federal law enforcement agent. Guys like that don't go down easy, and he'd put Jay in the hospital.
