With a Transfer fee the trafficker will have invested in the slave with some form of Blackmail or specialized training. Like the Sadistic Programmed girls for Tom Hanks very own child sex slave. Cost money to get the slaves strung out to be a passive zombie. They will come with a Passport and/or birth certificate. Finders fee is usually much less profit with minimal overhead. Transfer fees are dependent of the value added items that can include police protection and sex slave training.
