The state A++ lister has hated this beach city since COVID. It’s been a pet project of his to try and undermine it using targeted legal tactics and huge fines, all in an attempt to change its voting demographics. The city pays these fines then offsets them with earnings from its very popular seaside events. So it would not be above the A++ lister to have certain non-native but protected sea life dropped off on the beach, right as they are about to have one of their biggest festivals and right as the city is about to get hit with another round of litigation for defying him, in an effort to have it closed. Fat chance.
