Since it uses "star" instead of specifying a career such as singer, actress, presenter or model, I think it is referring to someone who is famous for nothing/partying. Probably Peaches Geldof.
I don't think that celebrities taking drugs is that interesting. Unless, of course, it would be an outrageous situation like the drug abuse of minors, a soon-to-be mother, a public spokespersons of an anti-drug campaign or something comparable to that. A party animal who's doing coke is not at all outrageous to me, especially if one the popular guesses is that famous cokehead Kate Moss.
