I'm not sure what the Entern means by civilian but I'll say Gabrielle Carteris because he's not an actor, she does nothing and after 25 years, it's time for a change.
I think Tiffani and Luke are still working just fine these days, though Luke's status on Riverdale is up in the air after last season's cliffhanger. Gabrielle has background roles that I wouldn't exactly consider extras - she was in multiple episodes of Code Black in season 1 as a nurse - I did a double-take wondering if that was her until she spoke. I also think she's been elected president of SAG or something, so even if she's not on camera much, she's not doing nothing.
