It's the fact that she's the reigning Miss America. Miss America is under a very strict contract with lots of "morals" clauses. She is always accompanied by eagle-eyed minders from the Miss America organization. They are on the lookout for behavior that could possibly hint of scandal or damage their brand. If she does something that looks as if she's interested in anything other than World Peace, Mom's Apple Pie and Eternal Virginity, it's a problem. Randomly fucking some married guy she doesn't even know while she was making a public appearance at an awards show for the pageant is pretty fucking strange.

I've always assumed pageant girls knew they were selling meat. It's been known since... the beginning? That to win at local shows, you have to pay or fuck. End of winning Ms. Am, World... you become Brunei's harem. There's not a lot of mystery to this.
