Which former almost A-list actress had fallen so far down the rung of Hollywood to a B/C-list level that she accepted, in between gigs in Vegas and roles in sexploitation flicks, that for some extra cash she slept with rich businessmen in Europe under the guise of a “nightclub tour”?

She wasn't really A list for very long. Maybe 2 years. She wasn't stupid either and not untalented. But why would things be different then, Egyptians and Arabs were still wealthy and looking to buy things for themselves.

I just meant that Dubai wasn't the center of vast wealth that it is now. People didn't hang out in Dubai, now it's a standard stop for photo ops and fake "fashion/beauty tours".
Maybe the rich businessmen in Europe weren't European.

The United Arab Emirates were dirt poor in the 50s and 60s before money started rolling in from oil contracts. It was pretty undeveloped desert. One of the most amazing things about Dubai and Abu Dhabi is how rapidly they've developed into major metropolises (metropoloi?). So, no, in all likelihood it wasn't nouveau riche Arabs in Dubai patronizing Jayne Mansfield.
