Ron Howard was my first thought as well, although I'm not sure why. Wasn't there another blind about his dungeon? I suppose that would make sense, most transvestites are straight and kinky.
It is Culkin but he isn't just buying women's clothes to hide in public. Several years ago when he was still in a relationship with Mila Kunis he told her to keep him in women's clothes at home. He's another one of these guys who is sexually aroused by being crossdressed as a form of humiliation. There was an old blind item on this site about it, it was over 5 years ago so it might be hard to find now.
