The bribe didn't have to be as big as the country ultimately ended up paying to the leaders of this governing body. They just wanted to make extra sure they landed the ultimate sports washing bid. To get the leaders to manipulate everything the way they did though was incredibly heavy handed and no fan wants to attend an event in that country.
