This has to be Brooke, and of course Charlie would film it since not only is he a pervert, but he is also smart enough to realize that evidence like that would give him ammo in either a custody case, or threatening her with cutting off her funds should she decide to get too big for her britches.
The real question is who is the other girl. My guess is the fiancée. He kills 2 birds with one stone with a tape of two of them together doing drugs, and even more if the fiancée is pregnant.
