I am going to guess that this is Sandra Bullock. She probably lent Jessie James the money to move his shop from So Cal to Austin when they got married.
He probably was supposed to pay her back but can't since he is no longer on TV.

Penn was whining lately that because of his divorce from Robin Wright he “lost” half his fortune, so it was Wright’s fault if he had to leave Haiti and come back to work. He also justified that way the commercial choices he made on movies lately. I don’t know why but he strikes me as one that keeps a whole bunch of parasites around him and spends lots f money on drugs, hookers and high life. The Gunman bombed at the BO and he was a producer. Read the last articles on THR about Penn’s good friend Joel Silver, who’s on the verge of bankruptcy and had serious shit involved in his life (his assistant died in Bora Bora while he was there because of Jennifer Anniston’s honeymoon). That’s the kind of life and environment Penn has around him, so yeas, I can see him asking Charlize for money. Don’t forget he is directing and producing their latest movie together, so it’s highly probably that he asked her to put some money there too.
