The stepping down might have more to do with the 33k of tax payers dollars they used to finance the affair than the hoebaggery.
Why would she have to resign? Trump hasn't resigned. And the taxpayer is paying the salary of Hope Hicks ($180,000/year). At least Monica Lewinsky had a tiny intern's pay.
