Not only should the child be rear facing because of her age, but she should certainly be rear facing in a convertible. The wind in the back seat of any drop top is bad. Not to mention, I don't know one convertible (high end even) that has more than 4 seat belts.
The rear facing thing is tricky. Many babies between 1 and 2 are far too tall to still be rear facing. Their legs have no where to go. Even of its physically possible many won't tolerate it.
