I think the implication is that she did this to multiple party-goers at $10 a pop to get enough money to buy drugs.
I think the other assumption you can make is that she had some dough, but was short, so did this to make up the difference.
$10 will get you 2 rocks of crack and/or 10 Loosies in my hood. NYC.
