I don't think it's Tinsley. Yes she's a high profile socialite, but not old enough (IMO) to be on charity boards. Those NY socialite women spend most of their lives scheming their way onto a charity board. This has to be someone older.

BI answer: Can't find her name but she blogged all the secrets of the NYC socialites while, at the same time, trying to break into that crowd. They pretty much crucified her - figuratively speaking. Still looking for her name.
