Seb is so fucking amazing! The only reason he'd be with someone else is if he's actually moved on to someone else. Literally only one of a few I know who actually doesn't cheat.
That being said, I have no idea who this is- my first thought was Joshua Jackson but he's nowhere near A list anymore.

Does Sebastian Stan have a GF? He's done a good job keeping it quiet. It breaks my heart to think this is him -- given he seems like such a sweetheart in all of his fan interactions, almost the perfect man really -- but it does sound like him. It makes me take another look at this Blind Item Reveal about him:

I wouldn't really call it a sober coach. This A-/B+ list foreign born mostly movie alliterate actor who has a franchise has a companion with him. A companion who makes sure our actor stops making bad decisions that could affect the franchise.

Maybe he's a sex addict? (If I looked like him, I totally would be.) He does lots of convention appearances, maybe he needed a babysitter to help him keep it in his pants among the fans?
Alfie Allen might fit too. Here's hoping.
