George Michael? He is pretty famous, had a terrible career slump in the 90s AND now lives in Dallas, Texas. He's been pretty forthright with his past drug usage, so it makes some sense.
Hate to say it, but I think it might be Sting. He lives in NY and this is a NY Daily News BI.

I do not think it is Sting because "vocalist" implies that this person sings but does not play an instrument.
I think Sting has more money than he knows what to do with.
Agree with the deacon on sting. Same goes for George Michael. Both of them live in the UK, among other places, and it sounds like this person only lives in the US.
I was going to say Robbie, but his career was shit-hot in the '90s. Pretty sure its Boy George. He was DJing in the big London clubs at that time, and was short of cash. Yep bolygirl I think you got it.
And I don't consider Robbie to be "settled down" just yet. ;-)

George Michael had a carreer slump in the early nineties, as there was a trial with his then label, Sony.
