Queen Latifah.
The most obvious choice for me would be Queen Latifah. I don't know if she's just a "Hollywood actress", but there are pictures of her and her "friend" all over the place, and she's regularly asked about her love life - which she of course dodges.

Yes, I agree that BIG is a hint, and she seems to only do movies and commercials these days. Also, Jodie seems firmly in the closet, and certainly does not live in a small town.

Jodie Foster does not live in LA but in a small California town. She and her partner are parenting two childen, so it has to be her.
However, if it's her, it'd be like announcing that the Pope is Catholic. No one would be surprised.
Same with Queen Latifah -- no one is going to fall off out of their chair if that announcement was made.
