It's an intelligently-written and reasonable law that was passed in response to a badly-written and extremist ordinance from the mayor of Charlotte. Even the Democrats on Charlotte city council agree that the mayor is an extremist moron.

You just read what Quentin did. Logic isnt your best feature is it? Keep in mind it was a pedophile that introduced this policy, i.e., men can use whatever bathroom they like. If that doesn't bother you then you have my deepest sympathies.
Many dressing rooms have tilted mirrors that reflect onto another mirror or camera where store security can watch. Years ago I worked in a department store where a guy was arrested for doing just that. But he was in the men's dressing room and all alone, just minding his own business.
