I think Sarah Silverman is definitely the actress, but maybe Jimmy Fallon for the host.
It's how she started, and except for the Brooke Sheilds show she sucked. Nothing funnier than watching the SVU outakes and seeing how pissed off the the regulars are when working with her.

No Kathy was on Suddenly Susan, her character was indeed named Vickie---just looked that up on IMdb. Vickie Groener to be exact.
