Katie Cassidy for sure, but with Andrew Kreisberg or Pedowitz directly. Is the only way her character that is so disliked made it until Season 4 on Arrow. The critics hated her, the audience hates her...there is only one reason they still have her as the female lead.
It's so Katie Cassidy. The only other options are Willa Holland and Emily Bett Rickards and neither of them have shown up on these blind items, most likely for good reason. Katie Cassidy constantly makes these blind items and with the buzz that she's leaving Arrow and getting her own show? This doesn't shock me.

Sounds like Katie Cassidy. It fits in with the other blind item posted in December about the "fandom meltdown coming" about a CW actress on a popular show looking to score her own show. That was pretty clearly Cassidy as well.
