ricky gervais has been well established too in UK for awhile. definently not up and coming.
The only Marty Feldman I have ever heard of is some bug-eyed comic actor from like a hundred years ago.

Bearing in mind that Enty may not know the answer - I actually think this may refer to a Brit called Matt Smith who has just been cast as Doctor Who over here, which I'm ashamed to say makes him a rising star in UK...
Sacha Baron Cohen would never, ever, be described as a rising star by the Mirror he has been really well known in Britain for nearly a decade. Ditto Coogan. Ditto Gervais.
