I do not think it is Liz, because she has done a lot movies, series and is one of the more popular cast members. . I also have to say that she has not done any risque behavior and is not the type to go and do this kind of stuff. If you know what mean.

A tween is someone around 9-13. A tweener is someone who appeals to that age bracket. Glad I could help. :)
A "tween" is kid, usually a girl, between the ages of 9 and 13. A "tweener" is a celebrity whose main market demographic is tweens. Tweeners do not have to be tweens themselves, for example Debby Ryan, 21, is still considered a tweener.
Also, the blind says this is a network show so it can only be from ABC, NBC or CBS, not Nickelodeon or Disney Channel or Fox.
And thus the Maitland Ward guess works (since "Boy Meets World" was on ABC) whereas the Victoria Justice one sadly does not (as "Victorious" was on Nick).
